DJJ announces leadership appointments

TALLAHASSEE, Fla. – Florida Department of Juvenile Justice (DJJ) Secretary Wansley Walters today announced the following appointments to the agency’s Executive Leadership Team (ELT):


  • Chief of Staff Christy Daly is appointed deputy secretary, replacing Robert Woody, who will retire August 31. “I am deeply grateful to Robert’s loyal service as deputy secretary since last year and wish him the best in his retirement,” said Walters. “Christy has been a vital member of the ELT since her appointment as chief of staff in January 2011 and she has done much to promote our reform agenda with the Legislature and key stakeholders.” Daly’s service at DJJ includes interim chief of staff (2010-11), external affairs director (2008-10), legislative affairs director (2007-08) and as executive director of the Florida Juvenile Justice Foundation. From 2001 to 2007 she worked in various positions at the Florida Network of Youth and Family Services, where she led the statewide implementation of the renowned Safe Place program. Daly received a bachelor’s degree in Social Work from Florida State University and is a graduate of Leadership Tallahassee. Her appointment is effective August 31.


  • J. Alex Kelly is appointed chief of staff. “Alex brings to DJJ an extensive range of experience in the legislative and executive branches,” said Walters. Since 2010, Kelly has served as staff director of the Florida House of Representatives Redistricting Committee, chaired by incoming House Speaker Will Weatherford. Prior to that he was chief analyst for the House Select Policy Council on Strategic and Economic Planning, chaired by Speaker Dean Cannon, and was senior analyst in the Florida House Majority Office. He was legislative affairs director at the Florida Department of Corrections (2007-08) and Department of Elder Affairs (2005-07). He was also an aide to former state Senator Anna Cowin and former Rep. Aaron Bean. Kelly received a bachelor’s degree in Political Science from York College of Pennsylvania and a master’s degree in Political Science from the University of Florida. His appointment is effective Sept. 10.


  • Robert Munson is appointed inspector general (IG). “Robert brings a highly distinguished record of public service to the IG’s office,” said Walters. He served more than two decades with the U.S. Secret Service before retiring in 2011. He began his career in South Florida, where he investigated federal financial crimes involving counterfeit U.S. currency, various types of fraud, identity theft, as well as threats against the president and others given Secret Service protection. In 1997 Munson was assigned to the Secret Service Foreign Intelligence Branch in Washington, DC, where he staffed the Counterterrorism Section and coordinated Secret Service Joint Terrorism Task Force agents. During this assignment, he also conducted numerous protective intelligence advances for the president, vice president and foreign dignitaries. In 2001, Munson was stationed in Tallahassee, directing and supervising all Secret Service criminal investigations and protective operations throughout northwest Florida. Following his retirement from federal service, he worked in corporate security at Florida Power and Light, where he managed physical security operations and investigations throughout central and northeast Florida. Munson also served as a transport helicopter pilot with the U.S. Marine Corps and was honorably discharged with the rank of captain. He received a bachelor’s degree in Business Management from Florida State University and he is a Certified Fraud Examiner and Certified Protection Professional. His appointment is effective August 27.
